Internet Public Access Policy

 

Effective April 14, 2008: Due to high costs and budget cuts, all copies printed from the computer will be $.15 per page.

Even if you duplicate or print in error. If you need help printing the staff will be glad to assist you.

To fulfill the Mary Wood Weldon Memorial Library's mission of Serving Kentucky's Need to Know," the Library provides access to the Internet for informational and educational use. The Internet provides access to material that is personally, professionally, and culturally enriching to individuals of all ages. It also enables access to some material that may be offensive, disturbing and/or illegal.

The Internet is a global electronic information infrastructure, a network of computer networks created and used by governments, businesses, organizations, educators, and individuals. The Internet is not subject to regulations that assure the content or accuracy of information. Users should critically evaluate sources for accuracy, completeness, and currency. The Mary Wood Weldon Memorial Library cannot control or monitor materials, which may be accessible from Internet sources due to the vast amount of information on the Internet. Individual users must accept responsibility for determining content. It is not possible to apply the same selection criteria, which are used for other materials. For additional information on the nature and use of the Internet, patrons may consult sources found in the library's collection.

Patron Rights and Responsibilities

The Mary Wood Weldon Memorial Library provides Internet workstations for patrons to use on a "first come, first serve basis". Patrons may not reserve Internet workstations. These Internet workstations will be located so the staff can monitor them for assistance and security.

The library reserves the right to require all perspective users to attend an orientation session as a condition for access to the library's Internet stations. Orientation will include training time, the use of software, and guidelines for responsible care of library equipment. Patrons are responsible for their own in-depth training. Helpful information sources can be found in the library's collection.

Prospective users will sign an Internet use sign-in sheet. Sign-in sheets are at the circulation desk. Patron use is limited to thirty minutes per session (including training time). Patrons may stay on longer if no one is waiting to use the Internet. If someone is waiting, the patron must immediately relinquish the station to the waiting patron. They may sign in again, but if a patron comes in that has not used the computer that day, the new patron must be allowed Internet access first.

Youth under age sixteen will be required to have paternal or guardian permission to access the internet. Parents are encouraged to work closely with their children in selecting material that is consistent with personal and family values and boundaries. Chat lines are not allowed on youth computers. The youth computers are located in the children's section on the second floor.

Adult stations are located downstairs, youth are not allowed to use these computers because adults may be looking at sites parents may find offensive to their children. Adults should respect others when they are using the Internet computers. If a staff member sees a user looking at obscene material they will be asked to leave that Internet site. Repeated offenses will cause the patron to lose their Internet privileges.

A printer is available for use. Patrons may print five pages free of charge per day thereafter each page will be ten cents. Patrons should use care when printing.

To avoid damage to the computers, the patron must let a staff member scan all diskettes with an Anti-Virus Software before it is used in the computer. Diskettes may be purchased at the downstairs circulation desk.

Patrons are responsible for abiding by U.S. copyright law Title 17, U.S. Code which governs copying, displaying, or distribution of copyright material, except by the concept of "fair use" Sect. 107. Patrons using the Mary Wood Weldon Memorial Public Library Internet workstations may not:

  • Install or use their own software
  • Attempt to modify, abuse, or destroy the computer system in any way
  • Attempt to alter software configurations
  • Use them to harass or violate the privacy of others
  • Use them for any illegal or criminal purpose
  • Use them in violation of state obscenity and federal sexual harassment laws, which prohibit printing or display of sexually explicit materials in public areas
  • Use them in violation of copyright laws and software licensing agreements

    Mary Wood Weldon Memorial Library Rights and Responsibilities

    The Mary Wood Weldon Memorial Library assumes no responsibility for content or accuracy of any information on the Internet.

    The Mary Wood Weldon Memorial Library does not monitor the information its patrons send over the Internet, and therefore cannot be held responsible for its content or use.

    The Mary Wood Weldon Memorial Library will provide access to the Internet during regular library hours.

    The Mary Wood Weldon Memorial Library staff can provide basic help on Internet use and startup procedures. Staff will not be available for in-depth instructions or assistance. The Mary Wood Weldon Memorial Library reserves the right to refuse access to patrons who do not accept and follow this Internet Public Access Policy.

    Breach of Policy

    Any user who fails to comply with this policy will lose Internet access privileges. Unlawful activities will be dealt with seriously, including possible prosecution by appropriate local, state, or federal authorities.

     

    INTERNET USE FOR THE MARY WOOD WELDON MEMORIAL LIBRARY
    In order to be fair to all patrons the following limitations must apply:
    Everyone must sign in at the circulation desk. A staff member will give you a brief orientation if needed. Internet access is provided on a “first come, first serve” basis.  No reservations will be taken for Internet Access. Internet sessions will last 30 Minutes per patron. If a patron desires a longer session, and no one else is waiting, the patron may remain on the Internet until another patron requests access. At that time, the first must immediately relinquish access to the waiting patron.

    Downloading is prohibited due to viruses
    If a disk is used, a staff member must scan it with a Anti-Virus software before it can be used in the computer.
    The first 5 copies per day are free; thereafter each copy is 10 cents.
    Anyone who tries to go into DOS, Windows Explorer, Etc…will lose all rights to use the Internet, and the Computer in the Library.  Chat sites or E-mail on the Internet, for example HOTMAIL, MAY BE USED. Library Staff will monitor all users and will enforce these procedures and restrictions.  We have had several people trying to change or add to the computer, which cause computer problems, resulting in having to shut down service.  When this happens all patrons lose computer privileges, so please help us by abiding by this policy. This service is free so please cooperate with us.
    THERE WILL BE NO EXCEPTIONS TO THIS POLICY.


    Educational tests on the Internet:  We do make exceptions on the time limit if you are taking a test for educational purposes.  However, we do ask you for the following:  Some type of paper, e-mail, etc. that lists the name and/or purpose of the test, and the time limit.  With this information, we can plan for users for the computers which would be fair to all.

    ATTENTION ALL COMPUTER USERS:
    Anybody using the computers without getting their disk scanned will lose their computer privileges!!!! While staff are happy to assist you in searching for information or in choosing websites for your children, the Library staff’s availability to help users with basic computer use is limited. Additionally, Library staff may not have knowledge of all Library computer programs, nor will they be familiar with how to use all websites. Library staff will be glad to assist you as they are able and time permitting, but users must have basic computer skills.
